NOTICE OF PUBLIC HEARING
ST. CHARLES PARISH HOUSING AUTHORITY
Notice is hereby given that the St. Charles Parish Housing Authority (SCPHA) will conduct a public hearing and invite comments on their proposed Five-Year Plan and intentions to apply for the Rental Assistance Program (RAD).
The Five-Year Plan will clearly state the mission, goals and objectives of the SCPHA and what they plan to achieve over the next five years, as well as give a status report on the accomplishments and progress made during the previous five years. SCPHA will identify all the elements of the plan that were revised since the last submission of an Annual Plan. Every program and financial approach will be planned and detailed in the Five-Year Plan, including capital improvements, demolition and/or disposition, homeownership programs, conversion of public housing, project-based vouchers as well as other housing needs. The agency plan and its attachments will be available for review at the main office of the SCPHA located at 200 Boutte Estates, Boutte, LA 70039.
SCPHA is also seeking resident/public review and comments on the agency’s plans to convert all 129 apartment units of public housing located in Boutte, Des Allemands and Hahnville to project-based assistance under the Rental Assistance Demonstration (RAD) program. The RAD conversion will involve transfer of assistance to newly re-developed units at the existing housing sites inclusive of new roofs, new windows and doors, new wiring, central air and heat, new washers and dryers, as well as new amenities and fixtures. We will answer all questions pertinent to residents and the public at-large, including: ‘What is RAD? Why RAD? How does RAD affect me as a Public Housing Resident? Will a RAD conversion affect my housing assistance? Will RAD affect my rent?’ etc. We will assure residents that they will not lose their housing assistance and will not be rescreened because of the RAD conversion. The SCPHA intentions are to preserve public housing by applying for RAD funding to make needed improvements to the properties.
Public Housing Residents, Housing Choice Voucher Participants and the public at-large are invited to attend and provide comments at the Hearing. The Public Hearing is scheduled as follows:
