Housing Authority of St. Charles Parish

Notice is hereby given that the Housing Authority of St. Charles Parish will conduct a public
hearing and invite comments on their proposed Five-Year Plan for the years 2022 and 2023.
The Five-Year Plan will clearly state the mission, goals, and objectives of the SCPHA and what
they plan to achieve over the next five years, as well as give status report on the
accomplishments and progress made during the previous five years. Every program and the
financial approach will be planned and detailed in the Five Year Plan, including capital
improvements, demolition and/or dispositions, homeownership programs, conversion of public
housing, project-based vouchers as well as other home ownership programs, conversion of
public housing, project-based vouchers as next 45 days in the Administrative office of the
SCPHA via the agency’s website at www.scphousingauthority.com
Public Housing Residents, Housing Choice Voucher Participants, and the public at-large are
invited to attend and provide comments at the Hearing. The Public Hearing is scheduled as
follows:

January 31, 2023 at 5pm

Anyone wishing to speak about the proposed Five Year plan is invited to attend to public hearing
and voice his/her opinion. Additionally, submission of written comments must be sent to:

Special Board Meeting Notice

As Chairman of the Board of Commissioners, Housing Authority of St Charles Parish I am calling for a Special meeting of the Board of Commissioners for Wednesday February 16, 2022 at 6pm to discuss issues relating to staffing and to vote on resolutions as needed to address the staffing issues, hiring of consultants and related issues that are of urgent need to address the day to day operations of the authority.  This meeting will be open to the public and will be held at our office in Boutte.

Public Notice

SCPHA Implements Policy Changes Due to COVID-19 State of Emergency Policy Changes and Public Access Restrictions Effective Today, March 16th Boutte, LA (March 16, 2020) – In response to the COVID-19 (Coronavirus) state of emergency and to reduce the spread of the virus, the St. Charles Parish Housing Authority (SCPHA) has implemented several emergency policies that will affect Housing Choice Voucher (HCV) and Public Housing program participants. The emergency policy changes are effective immediately and until further notice.

  • Access to SCPHA Administration and HCVP buildings is restricted. The office is closed to the general public until further notice. There will be a pick up box and a drop off box place in front of the office to submit or pick up documentation.
  • The agency will maintain contact with the general public via phone, email, website.
  • Informational signage is currently posted on the administrative buildings, indicating the various methods of contact currently available.

 Public Meetings

  • All public meetings including the SCPHA Board of Commissioners meeting scheduled for March 31, 2020 have been canceled.

HCV and Public Housing Annual Reexamination / HCV Voucher and Contract Issuance

  • In-person program compliance interviews have been canceled until further notice. The following methods of communication will be utilized to conduct pertinent HCV and Public Housing business:
  • SCPHA will mail or email HCV and Public Housing annual reexamination packets and conduct phone interviews when necessary. There will be a pick up box and a drop off box place in front of the office to submit or pick up documentation.
  • Participants should submit reexamination packets and other pertinent information directly to their individual Housing Counselor via drop box, email BHayes@scphousingauthority.com , fax 985, or mail to: St. Charles Parish Housing Authority P.O. Box 448, Boutte La 70037: Housing Choice Voucher Program/Housing Counselor (YPrevost@scphousingauthority.com). There will be a pick up box and a drop off box place in front of the office to submit or pick up documentation.

Evictions and Terminations

  • SCPHA has placed a 45-day moratorium on evictions and terminations and will re-evaluate this course of action at the end of the moratorium period. Please note that rent is still due.  You may pay online at www.scphousingauthority.com on drop off in the new installed drop box.

Holiday safety notice

We wish you the very best in the New Year and, most of all, a safe New Year.

Please take care in the disposal of Christmas trees and the use of additional heat sources. Fires are major threats to our welfare and happiness each season, but we caution even more care in this unusually cold season.

Also, equally important is how we handle fireworks as we celebrate. Although legal in our Parish, we ask that they be used away from structures in open areas and handled in the safest manner possible. Our wellness and the safety of our neighborhoods depend on it.

Application process instructions

Process for Persons interested in applying for Low-Income (Public Housing)

  1. Download the application or come into the Administrative Office and pick one up.
  2. Completed applications must be personally brought to the Administrative Office by the Applicant.
  3. Applicants must be able to provide picture identification when placing applications in the process.
  4. The application will be time stamped, reviewed and placed into the system.
  5. If all is correct, the applicant’s name will be placed on the Waiting List.
  6. Applicants will be notified by mailed at the address on the Application when their names are seriously considered for placement.
  7. It is the responsibility of the applicant to ensure that the information on the application is current. All changes must be made in writing at the Administrative Office..

 

Process for Persons Interested in Applying for Housing Choice Voucher Program or Section 8

The waiting list for this program is closed now. It is not expected to be open before 2019, and the specific dates will be posted, advertised and placed on the website.
